ODL clustering with 2 nodes?

How could I achieve HA clustering with 2 ODL controllers?

I know that in Helium you must use at least 3 nodes because you need majority of the shards to function after one of the nodes fails. But can I configure the cluster so that every node will have all data, not just it's ''shard''? So that I could have HA even with 2 nodes? Even if one of them would have to be on standby.

Can something like this be configured through OpenDaylight clustering, or can I use another software to cluster 2 ODL nodes and still have HA?
