Though it is possible to point the classpath to the jar files in plugins/lib directory, that is not the recommended way to develop applications using the opendaylight binaries.

The recommended way to develop native apps using the Opendaylight binaries is via Maven. Opendaylight maven artifacts are hosted on the Nexus repository ( ) and are directly accessible via the Maven dependency import directives.

Please go through a well written tutorial : on App development on Opendaylight and get back to us if you have any questions.
