Flow Action(instruction) to send packet to multiple ports

I like to write an flow action(instructions) with the below scenario: When a switch receive a packet from port 1 with VLAN 10, it should send the packet to port 2 and port 3 with MPLS Label 2000 and 3000 respectively. Please suggest if this scenario is possible. image description

You could achieve this with a group-table and group-type all.
