What exactly are inactive hosts? [closed]

I gathered that active hosts are those who have been discovered by ODL, say, via ping between hosts. But what exactly are inactive hosts ?

HostManager supports both Dynamically learning Hosts (using ARP) and Static Host configuration via REST-API. For those Static-Hosts (configured via REST-API) that are discovered as inactive (Host behind a Port that is down) is marked as In-Active and kept in the Database. When the Switch Port comes back up again, it will be marked Active.
