OVS supports Openflow protocol for meters but there is no support for them in datapath. This means you can configure meters but they will not be actually applied.

OpenDaylight supports meters and can use it to configure on switches.

If you want a switch that fully supports meters, you should use CPqD Softswitch.

thanks Vishal, so you are saying that with open daylight and ovs, if i post a meter in the controller the meter will not be applied in the switch right?

Yes, it will sit there in configuration but won't be actually applied. You can easily test it by setting up a meter and checking if counters increase or not. I ran into similar issue sometime back and ended up using CPqD.
