How/Where to change the RPC request

After debugging on the device side, below is what works correctly on the device side

ODL sends the RPC with a sequence below and gets back error. How to change the sequence such that <identifier> is sent before <version></version></identifier>

Code for NETCONF Connector is present in controller git in opendaylight/md-sal/sal-netconf-connector, please feel free to submit patch.
