I just ran in to this issue myself, and I resolved it by cleaning my local m2 repo (for me it was "rm -rf ~/.m2/repository) and rebuilding.

Ensure in your settings.xml file you are using https instead of http

I faced the same problem while I compiled my application which depended on Beryllium SR2 artifacts. In my environment, it was resolved, after I updated the settings.xml to use https instead of http, cleaned my local m2 repo, and compile my application again.

settings.xml for ODL developement is available in ODL wiki
