How to do the rate limit in OpenDaylight ?

I have two potential ideas. One is to use ovsdb to config the ovs switch. And the other is to use openflowplugin to config the switch. But I do not know whether I am in the right way. So could someone give me some advises on this problem ? Thanks in advance.

Use Meter for Rate Limit.

Meters are not Supported with OVS. This Link shows ingress shaping. For Egress shaping you can use Linux queues (HTB) which are supported by OVS.
