Is there a way to check a log to find out the changes occurring to the topology database and also their timestamps ?

The Helium console has a log:display command to print to the screen recent log events... are you asking for a more pointed logging command? Perhaps something that would talk to an MBean to get the current topology, or poll the topology DB to generate change list?
